The Honorable Lynn Stewart Mays has been an Associate Judge of the Circuit Court for Baltimore City since January 22, 2002. As an Associate Judge, she has been designated a Judge for the Advanced Science and Technology Adjudication Resource (ASTAR) since 2005.

Linda Shields, Esq.

Linda Lee Shields is a proud native of Baltimore City, matriculating through the Baltimore City School system, graduating in 1968 from the Historic Frederick Douglass Senior High School. In 1998, Ms. Shields graduated with a Juris Doctorate Degree-Cum Laude from the University of Baltimore School of Law.

Jasmine England-Caesar ("JR") is a Long Island, New York - Maryland transplant. JR is an Alumni of Towson University and University of Baltimore School of Law, Cum Laude. After graduating from law school, JR served as a Judicial Law Clerk in the Circuit Court for Baltimore City for the Honorable Althea M. Handy.

Towanda Luckett, Esq.
Member-at-Large
Towanda Luckett will serve as Member at Large during the 2024-25 bar year. Ms. Luckett is a graduate of the University of Baltimore School of Law and currently works as an Assistant Chief Counsel for the Department of Homeland Security, representing the government in immigration removal proceedings.

Victoria Amah is a 3L at the University of Baltimore School of Law. After completing her Bachelor’s degree from NYU she returned home to Baltimore to pursue her Juris Doctorate.

Kendrick K. McLeod
Immediate Past President
Kendrick K. McLeod is a litigator with a strong focus on labor and employment law. As an Assistant Solicitor for Baltimore City, he is entrusted with representing the interest of the Mayor and City Council of Baltimore in Administrative Hearings, Circuit Court and U.S. District Court.
