President
Kendrick K. McLeod is a litigator with experience in education and labor and employment law. Kendrick is an Assistant Solicitor for the Baltimore City Law Department. He holds current and past leadership positions for MSBA and BABC.

Hon. Lynn Stewart Mays
President-Elect
The Honorable Lynn Stewart Mays has been an Associate Judge of the Circuit Court for
Baltimore City since January 22, 2002. As an Associate Judge, she has been designated a Judge
for the Advanced Science and Technology Adjudication Resource (ASTAR) since 2005. She has
served on several judicial committees including the Public Awareness, Criminal Law and
Procedure, Civil Law and Procedure, Problem-Solving, and Maryland Judicial Conference
Committees.
Judge Mays began her legal career as a Judicial Law Clerk for a Circuit Court Judge in 1988. She
became an Assistant State’s Attorney for Baltimore City in 1990. She served that office with
distinction for over twelve years. In 1997, Judge Mays was appointed to the newly formed
Homicide Unit where she prosecuted homicide cases exclusively for the remaining five years of
her prosecutorial career.

Brandon Wharton
Secretary
Brandon is an Associate at Gallagher Evelius & Jones LLP, where he focuses his practice
on education and employment law matters.
Before entering private practice, Brandon served as a law clerk to the Honorable Diana
Gribbon Motz of the U.S. Court of Appeals for the Fourth Circuit and the Honorable
Paula Xinis of the U.S. District Court for the District of Maryland.

Matthew Bradford
Treasurer
Matthew Braford is an UB Alum with litigation experience. He serves as both an Assistant Solicitor for the Baltimore City Law Department and Chief of Staff.

D'ereka Bolden
Assistant Treasurer
D’ereka Bolden is a graduate of the University of Baltimore School of Law where she served as a staff editor on the Journal of Land and Development. Prior to attending law school, Ms. Bolden received her Bachelor’s Degree from the University of Maryland College Park where she majored in Criminology and Criminal Justice and minored in Rhetoric. While in undergrad, Ms. Bolden was initiated into the Theta Nu Chapter of Alpha Kappa Alpha Sorority, Inc. Currently, she is an Assistant Solicitor in the Baltimore City Department of Law where she handles contractual matters. In her spare time D’ereka enjoys cooking, traveling, and spending time with her beloved beagle Toast.
Derrick Milburn

Justin Hollimon

Justin Hollimon is a native of Baltimore, Maryland, born and raised in the Park Heights community. Mr. Hollimon received his law degree from Howard University School of Law and his Bachelor of Arts degree from George Washington University. He is currently a solo practitioner and the chair of the legal studies department at the University of Baltimore. He is married and the father of two daughters. Mr. Hollimon is also a proud brother of the Alpha Phi Alpha Fraternity, Inc.

Natasha Dartigue
NBA Delegate
Natasha M. Dartigue is the current Maryland State Public Defender whose six-year
appointment term began on July 1, 2022. Ms. Dartigue is a 1995 graduate of the Howard University
School of Law. Upon law school graduation she clerked in the Baltimore City Circuit Court for
the late Judge Roger W. Brown. Subsequently, she began working at the Office of the Public
Defender in Baltimore City. Ms. Dartigue has worked as a trial attorney in the juvenile, district
and circuit court divisions. She has also served as felony trial supervisor, Deputy District Public
Defender for Baltimore City, and Acting District Public Defender before accepting the position of
Maryland State Public Defender in May 2022.
